English Learner programs promote academic achievement of students who qualify for English Learner services through research-based instructional strategies, language-rich learning environments, and affirmation of student, family, and community assets. 

The Owatonna Public Schools Multilingual Programming Framework sets expectations for EL support and service for students depending on grade and WIDA level. Each school is encouraged to consult with the Multilingual Department to modify these supports to best suit building and student needs.
